Als einen „scheinbar endlose Krieg“ bezeichnete die Geschäftsführerin Henrietta H. Fore, Geschäftsführerin von UNICEF den katastrophalen Zustand des Landes. Die Unterernährungsrate wird durch die UNICEF mit mehr als eine Million unterernährten Kindern als kritisch bezeichnet. Nach Angaben der Hilfsorganisation wurden seit Ausbruch der Unruhen mehr als 100 Mitarbeiter von Hilfsorganisationen getötet; zuletzt ein UNICEF-Fahrer. Die UNICEF sei in dieser Sache auf die Führung der Kriegsparteien und die Kommandeure angewiesen. Helfer müssten respektiert und unbeschränkter Zugang zu Bedürftigen gesichert werden. „Ich habe selbst gesehen, wie sehr Kinder durch den Krieg geschädigt wurden“ , so Fore, die das Land persönlich besucht hatte. Es besteht jedoch ein Hoffnungsschimmer. Im letzten Monat hätten die sich gegenüberstehenden Kriegsparteien einen dauerhaften Waffenstillstand unterzeichnet.
